FTCHS provides for the education of students whose dominant language is not English in accordance with the Every Student Succeeds Act, 20 U.SC. § 6301 et seq. (ESSA), 22 Pa. Code § 4.26, and Pennsylvania Department of Education Basic Education Circular, July 1, 2001: Educating English Learners (Reviewed and updated July 1, 2017) (the “2017 BEC”).
